Google Instant Indexing?

Recently I happened upon an article which suggested that Google was implementing an instant indexing and PageRank calculation system which would be powered by an army of constantly roaming enhanced Googlebots. The article continued to describe a very near future scenario in which a new web site would be indexed and ranked anywhere from 5 minutes to 3 hours of uploading it to the internet. Unfortunately neither Google nor any other reliable source of information was cited as a source for the article and so I don’t place too much confidence in information.
